Define the local problem before requesting proposals.

FloridaCommerce lists regional planning councils for different parts of the state.

Ask the provider to connect geography with capacity and the service actually offered. A state campaign should identify where the organization can currently help and where it cannot.

Use regional coverage to organize delivery and measurement.

Imagine a care organization expanding into a second Florida service area. A larger map is not enough: staffing, care scope and the assessment route must support the new coverage. A distinct local page should explain what families can ask about there. Review the progression to suitable assessments in that market before treating all new contacts as successful expansion.

The state page should explain how market-specific plans fit together. Miami, Tampa and Orlando pages should add their own service boundaries and examples. Keep qualified customer demand separate from generic destination interest when the client serves local residents.

Provider services and questions to ask
ProviderWhat its website describesQuestion for your proposal
Pacific54Describes a Miami agency offering paid media, SEO, AI search, website development and ongoing website support.Ask how the ongoing website work will respond to what the campaigns reveal about customer questions.
Chatter BuzzLists strategy, performance creative, custom web development, media buying, inbound marketing and sales enablement, with Orlando and Tampa location pages.Ask which sales handoff work is included and what your team must implement or maintain.

A Florida organisation with several markets should distinguish a shared brand campaign from each location's customer journey. Ask how creative, website work and sales handoffs will be coordinated without combining every inquiry into one undifferentiated report.

Build hurricane season into the plan, not around it.

The National Hurricane Center states that the Atlantic hurricane season runs from June 1 to November 30, with a peak on September 10 and most activity between mid-August and mid-October.

For roofing, restoration, tree, generator and window businesses, a storm can change demand almost overnight. Searches and calls may jump afterward while crews, materials and office staff become stretched. Other businesses, such as elective healthcare or planned home improvement, may see the opposite: postponed appointments and paused projects. A campaign that keeps running unchanged through these periods can waste money or generate inquiries nobody can answer. Insurance questions also tend to rise after a storm, and pages should avoid statements about coverage that only an insurer can confirm.

Ask a provider what it would do in the days before and after a named storm: which campaigns pause, which messages change and who makes the call. It is also reasonable to ask how the provider will avoid messaging that appears to take advantage of a disaster, which can damage trust in a community long after the storm has passed. Agree before June how quickly budgets can be changed, since a provider that needs a week to respond may miss the period that matters most.

Show the contractor license number in every Florida ad.

Section 489.119(5)(b) of the Florida Statutes says the registration or certification number of each contractor must appear in each offer of services, business proposal, bid, contract or advertisement, regardless of medium, as defined by board rule. Business stationery and promotional novelties such as pencils or clothing are excluded from the definition of advertisement.

The phrase “regardless of medium” matters for digital work. Search ads, social posts, directory profiles, landing pages and printed mailers are often produced by different people at different times. When a provider builds pages quickly or tests many ad variations, the number is easy to leave out. Directory profiles and social pages are a common gap because they are often set up once and rarely revisited.

Ask how license details are built into templates, how they are checked before launch and who corrects them when a license changes. Confirm the details that apply to your trade with the Department of Business and Professional Regulation or counsel. The provider’s role is to keep your approved information consistent everywhere it appears. A periodic audit of live ads and pages, not only new ones, catches older material that predates a template change.

Check follow-up automation against Florida’s solicitation law.

Florida’s telephone solicitation statute, section 501.059, prohibits unsolicited telephonic sales calls that use an automated system to select and dial numbers, or that play a recorded message, without the called party’s prior express written consent. The statute defines that consent as a signed written agreement that names the authorized telephone number and includes a clear disclosure that signing is not a condition of purchase.

Many acquisition systems now include automatic texts, callbacks or voicemail drops after a form is submitted. Whether a particular message counts as unsolicited depends on the facts, but the definition suggests that form wording and consent records deserve attention before any automation is switched on. Purchased lead lists and shared lead marketplaces raise further questions, because consent may have been collected by someone else for a different purpose.

Ask the provider which follow-up steps are automated, what consent language the forms use and where consent records are stored. Have a lawyer review the setup. A provider that presents automation purely as a feature, without discussing consent, is giving you an incomplete picture. Ask, too, how opt-out replies are processed and how quickly they stop further messages.

Look beyond the coastal metros for new demand.

Census Bureau estimates released in 2026 show Pinellas County losing 11,834 residents and Miami-Dade County losing 10,115 between July 2024 and July 2025. Over the same period the Orlando-Kissimmee-Sanford metro area added 37,690 people, and the Ocala metro area had the highest percentage growth of any metro area at 3.4 percent, with Lakeland-Winter Haven and Punta Gorda each at 2.7 percent.

These shifts suggest that a Florida plan anchored only on Miami and Tampa Bay may miss growing central and inland markets, where competition and the cost of each inquiry may be quite different. They do not show that coastal demand is small; the coastal counties remain very large markets. Growing areas may also have newer housing, younger families or more retirees, each of which changes which services are needed and how people search for them.

Ask a provider how it would test a growing market such as Ocala or Lakeland, which budget the test would draw from and how its results would be kept apart from established markets in reporting. Ask what evidence would justify making a test market permanent. Ask for that evidence in writing before the test begins.

Comparing Florida proposals on equal terms.

What you have here is a comparison method with Florida-specific questions, not an independent ranking of agencies. The wider checklist for proposals, contracts and reporting is in our guide to choosing a marketing agency after a bad experience. Pulse Labs provides customer acquisition services and therefore has a commercial interest in the outcome, so the same storm, licensing and consent questions should be asked of us.

Your questions, answered

Who is the best marketing provider in Florida?

There is no ranking that fits every Florida business. A provider that suits a Miami practice may not suit a Lakeland contractor that needs a hurricane plan and license-compliant ads. Compare evidence, ownership and outcome reporting instead of relying on a list.

How can we test whether a provider understands this market?

Ask the provider to connect geography with capacity and the service actually offered. A state campaign should identify where the organization can currently help and where it cannot.

How should marketing change during Florida’s hurricane season?

The National Hurricane Center lists the Atlantic season as June 1 to November 30, with a September 10 peak. Ask providers for a written plan covering which campaigns pause, which messages change and who decides. Storm effects differ by service, so the plan should reflect your business rather than a template.

Does a Florida contractor need a license number in digital ads?

Section 489.119(5)(b) requires the registration or certification number in each advertisement regardless of medium, as defined by board rule. That suggests search ads, social posts and landing pages all need checking. Confirm the specifics with DBPR or counsel.

Are automated texts after a form submission allowed in Florida?

Section 501.059 restricts unsolicited sales calls that use automated dialing or recorded messages without prior express written consent, which the statute defines in detail. Whether your follow-up is covered depends on the facts. Ask the provider to show its consent wording and records, and have a lawyer review them.
