Define the local problem before requesting proposals.

The Texas Comptroller publishes state and regional economic information.

Ask which services justify statewide targeting and which need local limits. Compare market-specific inquiry quality rather than assuming one city’s performance represents the state.

Give each market an accountable acquisition brief.

Consider a professional-services firm that can deliver some work remotely and other work only near a branch. Its Texas acquisition plan should distinguish those services before allocating geographic reach. A suitable remote consultation and an out-of-area on-site request have different value. The website and reporting should make that difference visible from the start.

Separate supported Texas markets and account structures. A statewide campaign for remote services differs from acquisition for a physical practice or field-service operator. Use location-level qualified outcomes and capacity to allocate effort across markets.

Provider services and questions to ask
ProviderWhat its website describesQuestion for your proposal
Garrett DigitalLists Google Ads, SEO consulting, website design, analytics and scheduling or lead-intake work. Its site describes work for service businesses and e-commerce.Ask how the inquiry will retain its source when it reaches your existing scheduling or CRM system.
Atomic Design & ConsultingLists ongoing SEO, PPC, email and social marketing, alongside website development and brand work. It markets to Dallas and lists an Allen address.Ask how an ongoing acquisition engagement differs from a website or branding project in scope and responsibility.

The Austin and Dallas-area examples illustrate why a Texas proposal needs more than a statewide label. Compare location-level service scope, the type of website work and the continuing responsibilities of your team in each market.

Concentrate effort where Texas employment is concentrated.

The Bureau of Labor Statistics reports that of Texas’s 254 counties, the 28 largest (those with 75,000 or more employees) accounted for 80.2 percent of covered employment in March 2025. Harris County had the highest employment at about 2.45 million, followed by Dallas, Tarrant, Bexar and Travis. Average weekly wages in Midland, Travis, Harris, Collin, Dallas and Williamson counties were above the national average of $1,589.

For most businesses this argues against spreading budget evenly across the state. Customers and competitors are clustered in a limited number of counties, and wage differences between them can affect which services, price points and financing messages are likely to sell. High average wages also tend to come with higher operating costs and more established competitors, so a market that looks strong on paper may still be expensive to enter.

Ask a provider which counties it would prioritize, how it would set separate budgets for each metro and how it would adjust offers between higher-wage and lower-wage markets. A plan that treats Texas as a single audience makes it difficult to tell which market is working and which is quietly consuming spend.

Watch the outer edges of Texas metros.

Census Bureau estimates released in 2026 show Harris County adding 48,695 residents between July 2024 and July 2025, the largest numeric gain of any county, with Collin County adding 42,966 and Montgomery County 30,011. Dallas County declined by 2,616. The Bureau notes that fast-growing counties in the largest metros tended to be on the outer edges, a pattern especially pronounced in Texas, with Kaufman and Waller counties each growing 5.7 percent.

For field service and healthcare businesses, the most active new demand may sit an hour or more from a central office. New subdivisions can have fewer established providers, which may mean less competition, but they can also mean longer drives and higher costs per job. Those areas can also sit across county lines from the business, which matters when service pages, ad targeting and permits are organized by county.

Ask how a provider would test suburban and exurban counties, whether it would recommend separate pages for them and how success would be judged. Useful reporting shows booked jobs or appointments by county, not only clicks or form fills, so that growth in a fringe county is weighed against the cost of serving it.

Confirm trade license details for Texas advertising.

For air conditioning and refrigeration contractors, Texas Department of Licensing and Regulation rule 75.71(h) requires advertising designed to solicit that business to include the affiliated licensee’s license number, with listed exceptions such as certain nationally placed television ads and promotional items. TDLR’s penalty schedule lists failing to include a license number in an advertisement that requires one as an advertising violation.

Licensing requirements vary by trade in Texas, so what must appear in an ad depends on the service. For regulated trades, a provider producing many ad variations and landing pages needs a dependable way to carry license details through every version, including directory profiles and social posts. The listed exceptions are narrow, so an assumption that a small digital ad or a social post is exempt deserves checking rather than guessing.

Ask which of your services are licensed, what details must appear in ads and who checks new creative before launch. Confirm requirements with TDLR or counsel. A provider with Texas trade experience should raise the question without being prompted. If several technicians hold licenses, ask whose number the company will use in advertising and who keeps it current.

Applying the Texas questions to every proposal.

Treat this as a Texas question list and comparison method, not an independent agency ranking. For the full checklist covering scope, contracts and reporting, read our guide on choosing a marketing agency after a bad experience. Pulse Labs has a commercial interest because it sells acquisition services, so ask us the same questions about county priorities, suburban growth and license details.

Your questions, answered

Who is the best marketing provider in Texas?

It depends on which Texas metros you serve and how your services are licensed. A provider strong in one metro may have little experience in another. Compare evidence, ownership and county-level reporting; this guide does not rank Texas agencies.

How can we test whether a provider understands this market?

Ask which services justify statewide targeting and which need local limits. Compare market-specific inquiry quality rather than assuming one city’s performance represents the state.

Should a Texas business target the whole state?

Usually not at first. BLS data show the 28 largest of Texas’s 254 counties held 80.2 percent of covered employment in March 2025. Ask a provider to prioritize specific counties and keep budgets and reporting separate by metro.

Where is population growth strongest in Texas metros?

Census estimates for 2024 to 2025 show large gains in Harris, Collin and Montgomery counties, and the Bureau says fast growth in large metros was concentrated on the outer edges, especially in Texas. Dallas County declined slightly. Testing suburban counties separately can show whether that growth produces customers you can serve profitably.

Do Texas air conditioning contractors need a license number in ads?

TDLR rule 75.71(h) requires advertising designed to solicit air conditioning or refrigeration business to include the licensee’s number, with some exceptions. Other trades have their own rules. Confirm with TDLR and make license checks part of ad approval.
