Define the local problem before requesting proposals.

Victoria identifies technology and information, marine and ocean sciences, tourism and hospitality, government and life sciences among its economic strengths. The city describes island transport connections including ferries and air services.

Ask which municipalities or wider Vancouver Island areas are included and why. Keep Victoria in British Columbia distinct from the Australian state in page language and campaign settings.

Make the island service footprint clear.

Imagine a pet-service business serving Victoria and selected nearby communities. Its page should explain the real location, service and booking discussion. General interest from elsewhere in the province may not become a practical visit. The acquisition plan should test the local catchment rather than assume that every British Columbia inquiry is equally useful.

Clarify whether the company serves Victoria itself, surrounding municipalities or a larger Vancouver Island territory. For local practices, avoid treating Vancouver enquiries as equally serviceable without checking travel and customer intent. A provider comparison should ask how geographic boundaries and exclusions are managed.

Two provider examples to compare.

These examples illustrate the different scopes you may encounter. We reviewed the providers’ own service descriptions on 8 October 2026. The questions in the final column are ours. Inclusion is not a ranking, endorsement or verification of client results.

Provider services and questions to ask
ProviderWhat its website describesQuestion for your proposal
VicDigitalDescribes a Victoria-based individual practitioner handling SEO, Google Ads, websites and analytics directly.Ask about available capacity, continuity arrangements and which tasks are included in a focused engagement.
Victoria SEODescribes Victoria-based services covering SEO, PPC, social media, website development and local strategy.Ask for a concrete example of how the plan will distinguish your location and service from a generic city campaign.

Victoria businesses can compare a directly delivered individual service with a broader agency offer. Ask about the actual delivery arrangement, available capacity, continuity and which website or campaign responsibilities stay with your team.

Name the Capital Region communities you serve.

The Capital Regional District describes its regional services as covering all 13 municipalities and three electoral areas, and says it acts as the local government for electoral areas outside municipal boundaries.

Residents of Saanich, Oak Bay, Esquimalt, Langford or Sidney may all say they live in Victoria, yet travel time and demand can differ a great deal between the core, the Westshore communities and the Saanich Peninsula. A mobile service based in Langford may find downtown jobs slow to reach at busy times, while a clinic in Oak Bay may draw mainly from neighbouring municipalities. A single citywide campaign hides those differences.

Ask the provider which municipalities each campaign and page will cover, how your Google Business Profile service area will be set and whether results will be reported by community. Someone searching with the name of their own municipality should land on a page that confirms you serve it, explains how to book and says plainly where your coverage ends. Ferry-dependent areas such as the Gulf Islands may need a separate decision altogether.

Decide whether cruise visitors are part of your market.

The Greater Victoria Harbour Authority reported that Victoria received 310 cruise ship calls in 2025, bringing 989,950 passengers and 378,882 crew members to the city. The authority marked the close of that season in mid-October and said two further cruise lines would begin calling at Ogden Point in 2026.

For downtown and James Bay businesses such as tour operators, retailers and some personal services, passengers and crew can be a genuine seasonal audience. For a home-services company, a physiotherapy clinic seeking regular patients or an accounting practice, they are mostly irrelevant clicks during the busiest months, and they can make campaign results look stronger than local demand really is.

Ask the provider whether targeting will exclude people who are only visiting, how ad schedules and messages will change between the cruise season and the quieter months, and how reports will separate visitor inquiries from residents. A proposal that never asks whether visitors fit your business has probably not looked closely at Victoria. The quieter months are also a fair test of how a campaign performs on resident demand alone.

Plan for a growing older population.

The Capital Regional District's 2019 to 2038 projection report estimated 92,012 residents aged 65 and over in 2019, out of a regional population of 412,465, and projected that group to grow by 53% to 140,959 by 2038, the largest increase of any age group in the report.

That matters for acquisition well beyond obvious categories such as hearing clinics, home care and accessibility renovations. Many ordinary businesses have older buyers, and some of those customers prefer to phone, want clear prices and service details before booking, or are choosing on behalf of a partner. Adult children researching for a parent may be part of the audience too.

Ask the provider how pages will handle readable text, a visible phone number and plain explanations of the service. Ask how phone calls will be tracked alongside forms, since a plan measured only on form submissions could undercount inquiries from this group and lead to the wrong budget decisions. Ask whether follow-up by phone or letter is part of the plan for people who prefer not to book online.

Questions to settle before hiring in Victoria.

Your questions, answered

Who is the best marketing provider in Victoria, BC?

The right choice depends on the service, scope and working arrangement your business needs. Compare evidence, ownership, relevant expertise and the way each provider will measure suitable outcomes. This guide does not present an unverified ranking of agencies.

How can we test whether a provider understands this market?

Ask which municipalities or wider Vancouver Island areas are included and why. Keep Victoria in British Columbia distinct from the Australian state in page language and campaign settings.

Should a Victoria business target the whole Capital Region?

Only the parts it can serve. The CRD covers 13 municipalities and three electoral areas, and travel time between the core, the Westshore and the Saanich Peninsula varies. List the communities you serve and ask for results reported by community.

Do cruise ship passengers matter for local marketing in Victoria?

For some downtown businesses, yes. The Greater Victoria Harbour Authority reported 310 calls and 989,950 passengers in 2025. Businesses that need resident customers are usually better served by excluding visitors and judging campaigns on local inquiries.

How should marketing account for Victoria's older population?

The CRD projected residents aged 65 and over to grow by 53% between 2019 and 2038. Make phone contact easy, explain services plainly and track calls as well as forms so the plan does not undercount older customers.
